Now if Lion's Gate did a re-issue of the Lundgren version, with a commentary with Mark Goldblatt and outsed scribe Boaz Yakin, and the legendary deleted Skull scenes, it might be worth it.

No-- the DVD that double dips is the Tom Jane film, which was slightly better than the Dolph Lundgren film.
There was a nasty rumor going around that when "Punisher 2" starts rolling, the scenes that w/d Hensligh didn't get filmed due to budget or time will be shot and edited into the"Special Edition Director's Cut".

I hope this isn't so- if the Jimmy Weeks subplot gets filmed, I hope they just save it for Punisher 2.

So wait, your saying that they should leave the scene of Jimmy committing suicide for Punisher 2? Why? The whole reason he killed himself was because he told the Saints who Frank Castle was and where his family was.
I think it's nice that there might be a possibility of seeing Frank fighting in Operation: Desert Storm, that scene wasn't even filmed because of the budget, but was put into a comic book, by current Punisher writer Garth Ennis and illustrated by Steve Dillon, and packaged with the DVD, but I don't think it's really necessary. Plus if they filmed that scene, they probably wouldn't have enough to make Punisher 2 as violent as they want to, y'know, explosions, car chases, flamethrowers, stuntmen, those things would really add up.
