Heyla and welcome to the DCG.
Since you're a newbie I'm going to give you some advice first off... If you want critiques and suggestions on how to improve your work you should really give us some idea what you did and even what program you are using to do your work. That way we don't tell you do try doing things that your program isn't capable of.
That said -- A couple of suggestions for improving this piece. As it is the parts you changed/added-specifically the gloves are very flat and painted on looking. The recoloring of the green hair isn't bad but somehow when you changed it/added it you lost the shadow at the hairline making it seem to float just above his head rather than look as if it is part of him.
The last thing is you forgot to bleach out his skin. Beyond the green hair the bleached out skin is a must for a true Joker manip.
Still overall a decent piece for a new maniper.

Thanks for the advice, I was working only with microsoft paint for
The Joker but have just recently purchased adobe photoshop 7.0(I think that it is 7.0) and am still trying to figure it out.
If you have any advice for me I would appreciate it.

For Paint this was really a good piece I'm impressed.
For advice my suggestions would be this site (http://www.teamphotoshop.com/tut_photoshop/ps_tut.php) for how to use the tools in Photoshop and the Art School (http://www.comics2film.com/ArtSchool/) for general how to's.
Also I'd say we are a pretty friendly bunch around here if you have any specific questions you can always start a topic in the General Discussion Forum of the DCG or send a private message.
