I have a question- if this guy was deemed competent to stand trial, then what does it take to be declared incompetent?

You forget--in Washington nobody is incompetent. Even if they are.

You're right...they're just dipsticks.

There are a lot of folks who can't understand how we came to have an oil shortage here in the USA.
Well, there's a very simple answer. Nobody bothered to check the oil!
We just didn't know we were getting low.
The reason for this is purely geographical. All the oil is in Oklahoma, Texas, Louisiana, Wyoming, etc.
All the dipsticks are in Washington, DC.

I just Put a micro chip in my Dog in case he ever gets lost.....wonder if big brother now can control him or listen in on me through it..
