Bond 23 Speculation (QoS Spoilers)
It's never too early to speculate about the next entry in the series, so I thought I'd kick us off.
Two things have occured to me. Both of them long shots, but nonetheless compelling.
What if Mr. White ended up being the head of Quantum? Mitchell took quite a chance, ultimately a fatal one, trying to pop M and Bond just to free Mr. White. That's alot of heat to bring down on yourself for a mere underling. If they were just afraid of White talking, Mitchell could just as easily put two in his head while no-one was looking?
White was also the only one who had the sense to stay put at Tosca when Bond tipped them off that he'd made them. Maybe he just didn't want Bond using him for target practice anymore, but it also shows an intelligence usually reserved for the arch villian. The scene also conveys that Mr. White is still alive, but doesn't give any closure to that particular story arc. That communicates to me as an audience member that he'll be back for 23, and he'll be a major player.
Can't tell you why the evil genius would be the one to kill Le Chiffre in Casino Royale. You'd think if White was the head of Quantum he'd have somebody to do his dirty work for him. Watching CR again, however, I noticed White is giving the departing Le Chiffre a definite look in the Mbale sequence just prior to the foot chase. He knew then LeChiffre was up to something, so maybe it was personal and he had to be the one to pull the trigger. That's pretty thing, but it's the best I've got.
The other thing I was curious about was whether or not the Canadian girl, Corrine, will resurface. MI6 is certainly going to want to debrief her after she reports back to her control. She'll have valuable insight on how Yusef (I think that was the Algerian's name) operated and what role he played in the grander scheme. Maybe she's a throw away girl that Bond get's to bed before moving on to other conquests. Don't know if I'd cast her in the female lead, but it'd be somewhat cool to see her back again.

I agree about Mr. White. He is still on the scene and there was a reason he was shown in shot as still in his seat during the Tosca sequence. Maybe not arch Head of Quantum (No 1) but maybe number 2 or 3. Remember the rumour about Al Pacino as a No1 type character??? Maybe that is yet to come. Afterall, we only got a real close look at Blofield in YOLT, after Spectre was mentioned in DN, involved more in FRWL and yet more in TB.
There is still much more to come from Quantum.
Don't forget, senior members in the US administration were implicated, and a senior cabinet minister from the UK was also mentioned. It is a cabal with a problem now. An upstart '00' agent and his boss who, as a civil servant, is supposedly removed from political influence, have got a whiff of them and these people will want to put them down, fast!
As I said in the title thread, the "Whisper of Hate" (my favourite title choice) could refer to Quantum's feelings / references towards Bond after he derailed one of their plans, ID'd a number of their executives and actually had the balls to practically mock them, all in QoS.
They have the resources and connections to make life difficult for Bond. As per TMWTGG, M could well order Bond to stay low, due to Quantum wanting to make him suffer. Of course, she knows he will then go right after them, which might be what she wants.
