Patton Oswalt would make a good younger version of Penguin... He did a pretty good job in that College Humour spoof.

Gotham City stories with no Batman? Wasn't that the majority of Dark Knight Rises?

DC has dominated TV for a while, but nothing they have done has been cohesive.

WB has been nothing but reactionary to Marvel's success. (Even though they have the greater pantheon at their disposal and the ability to set the standard)  This is no different. This move is an obvious reactioon to Marvel's SHIELD... just like every other decision WB has poorly made over the years.

The risk takers and visionaries at WB are gone. They play it too safe and always react with a second rate version of whatever marvel pushes out.

I can just see how the braintrusts at WB work:

once Wolverine was a hit, they wanted something comparable, they greenlit, Lobo of all properties.

once iron man proved to be a successful franshise, they wanted something comparable, they greenlit a Metal Men movie of all properties.

Once the Harry Potter franchise ended they greenlit Mandrake the Magician of all things. Why? Becasue "hey its a magician like Harry Potter, but also a comic book superhero. so hey it has to be successful right?"

(then of course all these ideas eventually fall through because they are stupid... but not before paying through the ass on pre-production/screenplays/treatments etc.)

WB didnt want a cohesive DCU in theaters.... until Marvel proved how successful it was. Now they jump on it with no plan.

TDKR was a success and The Dark Knight Returns animated film was a success, so what do they do? they mandate that the sequel of Superman has to have an old, weary batman ala The Dark knight Returns.... despite it supposedly being a beginning to a DC cinematic universe.

WB is too reactionary and they seriously piss me off since I LOVE DC characters so much. They could set the standard EASILY if they got filmmakers that LOVED the characters and then LET THEM HAVE freedom rather than dictate so much garbage

Yeah I also don't see how DC is playing catch-up, if you go back to the late 70's when they began the Superman film franchise, take into account the multiple tv series over the last few decades and it looks an awful lot like Marvel is the one playing catch-up, the fact that they have had great success in a short period of time and very little overall disappointments is why everyone seems to think they are way ahead of DC.

F@#k now they've opened this door, I'm holding out for Alfred: The Early Years. Hopefully Marvel will see the gold in this and give us a sitcom centered around Aunt May.
