I think what needs to be figured out before talking about who the next villain should be (or who should play him) is figuring out the over theme or story the next film would explore. Sure, we can talk about how Batman needs to be run from the cops, how Gordon needs to make the public think he's tracking down Batman, etc, but the film also needs to explore a theme to make a story. Begins was about conquering fear. The Dark Knight was about what truly makes a hero and how fragile the line is between being a hero and being a villain. The Dark Knight Returns will need another theme, perhaps redemption or making amends for previous crimes. I think that would be pretty fitting given Batman's current state. He'll need to figure out a way to redeem himself in the eyes of the public in round three.

I really hope that Nolan subscribes to the "too much of a good thing" and makes 1 more film in the series. I honestly don't know how he could top Dark Knight in terms of scale, storytelling, complexity, and character development, but some time away could allow him to work with his brother and concoct another winner of a story. I doubt he'd throw in Riddler in the next film since Two-Face and Riddler were both in Batman Forever, and I'd rather stay as distant from the Schumacher years as possible. If Nolan chooses to make The Dark Knight Returns in a couple years, I could see him throwing the Penguin in as another gangster with mafia ties. I think Guy Pearce could make for a great Penguin - an intellectual but an intimidator.
