Only thing I know this guy from is the movie The Replacements. I believe he was the punter.
Not who I would have pictured as Xenophilius Lovegood, although the bright gold hair seems spot on. I pictured someone a bit older. But oh well...

Some Harry Potter news is traveling the web this weekend with actor Rhys Ifans appearing on "Friday Night with Jonathan Ross" and indicating that he's going to appear in Harry Potter and the Deathly Hallows. The actor says it at the 5:55 mark in the clip below. While he doesn't say which role he is playing, SnitchSeeker thinks it will be that of Xenophilius Lovegood, the eccentric father of Luna. If that's true, he could be appearing in both parts of the final story, which will be split into two separate movies.
The website also reports that Jason Isaacs will appearing on Ross's interview show next Friday so expect more Potter talk next weekend. It should be noted early that Isaacs has indicated he's excited about reprising the role of Lucius Malfoy again so he'll likely be on board as well.
The leading three stars Daniel Radcliffe, Rupert Grint and Emma Watson have already been confirmed as locked in for the final film.
Director David Yates will behind the camera for the final installment, based on a screenplay by Steven Kloves.
Harry Potter and the Deathly Hallows: Part I will hit theaters November 19, 2010.
The second part will hit theaters July 15, 2011.

Go watch the movie "Notting Hill." Julia Roberts and Hugh Grant love story/comedy. Ifans plays this completely flakey roommate of Grant's character. Can totally see him as Lovegood.
wait, he's the dude from Notting Hill?
that...what, Welsh or Scottish roomate?
I may have Notting HIll here somewhere....I'll have to look for myself
I tjink he was the British drug dealer in Formula 51 with samuel Jackson..He was quite funny actually...
he also played one of the soldiers in HANNIBAL RISING that ate Hannibal's little sister, and drove Lecter to cannibalism.
Struck me as a bit young to be Luna's father, but IMDB has him listed at 40. Should do nicely. There hasn't been a terrible casting in this franchise yet, and I don't really expect one at this point.
I am very glad he has been cast in this. I actually thought he would have been a perfect Marvolo or Morfin Gaunt in the flashbacks of the 6th film. I can see him as Lovegood though.
well.....though I've never seen or heard of him, he looks eccentric enough to be X. Lovegood
