Hanso, I so agree with your view on Street Fighter, that is easily not only one of VD's worst outings but one of the worst movies ever!! To his credit, VD did say in a magazine interview that at some point during the production he knew it was going to suck. On a few side notes, The movie still made money worldwide with about $99 million against a $35 million budget. It was also Raul Julia's last movie, which he did garner critical praise for his acting and the movie is dedicated to him.
I think VD accepted roles in too many bad films when should've demanded better scripts. I think the turning point for him in terms of his career downward spiral was after Sudden Death came out. Even though I really enjoyed it and thought it was one of his best, it tanked at the box office and so did most of his others that followed and that lead him into straight to video territory. Not that that's necessarily a bad thing, he still was making a living and among them was Replicant, where he gave what I thought was his best acting.

I've got Timecop on a bluray double feature set along with Bloodsport. Others I liked from JCVD are Lionheart, Hard Target and Sudden Death. For me, those are his top five.
