Kirkman, Gale Anne-Hurd, and Darabount have all gone on record as saying that Merle isn't the Governor. So if Merle isn't the Governor, there's no way in hell that Shane will be either. He's (the Governor) his own character developing elsewhere.

Since they 86'ed Supernatural reviews last season, I didn't see much of a reason to come back, but now I guess I'll be here at least once a week to have a palaver about Geeks and lovin' the farmer's daughter.
I just finally jumped on this wagon this weekend and watched the whole Season 1 on Netflix and saw this episode last night. OH MAN this show is effing great!!!! Everything is GREAT!!!!!
