Harpers aired on CBS, and yes it got better as it went on. To bad it was only intended for one season. I do agree it sounds very much like the same thing. Maybe ABC will be able to do a mystery show that is more then one season.

ABC is planning a new mystery series for their next midseason slate and they've found two lead stars to topline the production. HR is reporting that Steven Weber ("Brothers & Sisters") is in negotiations to play a lead opposite fellow newcomer, Ben Schnetzer, on ABC's midseason series Happy Town. Both roles were recast after being played by Dean Winters and John Patrick Amedori in the pilot.
Plot Concept: "Happy Town" is a mystery set in a small town rattled by the return of a serial kidnapper, known as the Magic Man. Weber would play John Haplin, whose family practically runs the city. He is obsessive and filled with agony over the disappearance of his daughter, kidnapped years ago by the Magic Man.

ABC has a mystery show that's lasted more than one season.....
It's called LOST, and I got bored with it before the end of season one.
The trick with a good mystery story is that you eventually have to reveal stuff. When you start dragging it out....well, for me, anyway, it just wasn't worth the time-investment to see what might-could-maybe-possibly happen.
For this type of show, I think this is a great approach. Run it and be done with it. Then next year, you do something similar but different. Sort of an anthology series, but spread over seasons instead of weekly episodes.
Ordinarily, there would be no reason to pay any attention to Louisville, CO. However, Louisville CO is getting some attention these days because it got the top spot in the list of CNN Money.com Best Cities to live in. A small mountain town with population of less than 20,000, straight out of South Park, median family income is nearly twice the national average – because only rich people can afford to live in mountain towns like Louisville, Colorado. At any rate, the list it tops tends to favor small towns (criteria being a population of 50,000 or less – hardly small) over cities. From the description of Louisville CO , it might be worth some easy payday loans to move there.
So - instead of a island with a serial killer killing people off they have a serial kidnapper kidnapping people. Seems like maybe they took what was going to be the new Harper's Island and changed some stuff around. Harper's Island was on ABC, right? I wish they hadn't cancelled Harper's Island; I stopped watching it but then caught it on Netflix and realized it was pretty decent and got better towards the end.
