Merle was a piece of crap but he wanted to do right and that was his way of trying to get back at the Gov.
It wasn't that he had a heart of gold. He just felt the need to do things his way and by just endangering himself was sort of his redemption.
The Gov will be around for at least part of next season. I'd be really surprised if he dies.
Only problem is the Gov will not die. It will appear he does but he'll be around for Season 4.
